1. Gimp [Windows, Mac OSX, Linux]

This web-based program has convenient tabs listing the available effects. You can manipulate those photos and save them as either JPG or PNG files. There are also tools available to add text, place your pictures in frames and create photo greeting cards.
6. Lunapic [Web Based]
Lunapic places a lot of editing tools and effects at your fingertips. You can use the normal tools like brightness and contrast, or you can spice it up with colored animation and the kaleidoscope effect. This powerful tool allows you to save in GIF format so you can open it up on your desktop.
7. Helios Paint [Windows, Mac, Unix]
This is another enhanced version of the Paint program which adds many extras. You can cut parts of your pictures, spray paint on your images with adjustable nozzles and use the magic wand tool for selection. You can export to PDF.
8. BeFunky [Web Based]
BeFunky has a lot of filters and effects available for its free users. You can use sepia tone, give it a patriotic feel or change it into cartoon. You also have the ability to drop custom frames onto the picture. You can remove the watermarks by upgrading.
9. PhotoScape [Windows]
This photo editor offers many features. You can draw pictures, batch edit photos, resize your document, do color corrections and create animated GIFs. Two of the best features are that you can batch rename images and split them into several pieces.
10. Flauntr [Web Based]
With Flauntr, you can alter your photos to your personal tastes. There are editing tools, effects tools and backgrounds available to add one click effects to your pictures. You can also create icon shots for the social media networks and write on them using their text effects.

For me Photoshop still rules even though I have trial verison.
@Shashank even i prefer Photoshop. I S/W app that has many things to do. But presently i love gimp for editing photos.
I do use only Photoshop.

But heard that Gimp is good.. and also opensource

Gimp is easier than photoshop…but sometimes I get so frustrated using it!
Picnic .. the online thing.. is the best for me!

i like the gimp as it is open source and photoshop cs5 is quite good and still learning to become a good graphics designer

For me PhotoDekho’s Free Online Photo Editor is best. Try this.
I still prefer using photoshop. Why its not here by the way? There are free downloads of Photoshop right?
